EricksOliveira 7838cd733b fix(Scripts/ICC): stop marking the Blood Prince Council as failed on spawn (#27665) 
Valanar routed his spawn setup through JustReachedHome, so the council was
recorded and saved as failed the moment the princes spawned. The failed state
now only comes from the evade path.
